I've created a simplified page on my site here: http://www.ishrgroup.com/home/test The HTML and CSS both validate in W3C. It looks fine in FF and IE7. But it's an absolute disaster in IE6. There are fixes, but I recommend using background images in your css. Css backgrounds can have a fixed position and work in every browser. Just google for "css background images". Also: make a .gif from that .png image. IE doesn't support png transparency. Good luck!
