PayPal does not register in-state sales taxes (#11947)

Issue

When WebGUI has the in-state sales tax feature turned on, and PayPal is used as a payment plugin, the tax is not reported to PayPal to charge the user.

Stage 1, taxes were not displayed in the payment plugin confirmation screen.

Fixed in 7.10.5 (0acdcbc)
Fixed in 7.9.18 (b24d3fe)
