Can't add zip archive to Gallery (#11736)

Issue

In a Gallery, an album was created. When we went to add photos to the album, we selected to do it via Zip Archive. There is no upload field in the Zip Archive tab.

Checked on our site, and on the recent beta demo with same result. Screenshots attached.
