WebGUI user manager doesn't scale (#11575)

Issue

After a while, the query to search for users in the user manager takes longer and longer and eventually stops returning. It needs to be optimized so it scales.

perlDreamer 7/12/2010 12:34 pm	Since we both looked at this after it happened, and couldn't duplicate it on the site where it happened to you, I'd like to close this bug. Do you have any objections to that?
