H1 vs H2 in PageLayouts (#10579)

Issue

Some PageTemplates are using <h1> to display the PageTitle.
e.g. Default Page/Left Column

And some are using <h2> to display the PageTitle.
e.g. Left Column (Table) / RightColumn...

In my opinion <h1> is the correct tag for the page title.

I've talked with the Template Working Group, who are in charge of building the next generation of WebGUI templates. Their recommendation is H2 for Page Titles, leaving H1 for the company title/leader in the style template.

Regardless of what is going to be used in the next generation, we should unify what's being used now. I'm waiting for a little more feedback from the working group before making a final decision.

Since they're going to become H2 in 7.7, they'll all be unified to be H2 in 7.6 as well, for the sake of consistency.
