error message when zip file is too large  (#567)
Issue

In 7.3.22, I tried to upload a zip archive file that exceeded the size limit, and instead got an error:  "This asset only accepts valid tar and zip files"

 It would be nice if it said instead: file too large, or exceeds limit of xxx" or something.

I tested this on demo.webgui.org (running 7.5.27) and when I tried uploading the file it returned me back to the site without an error message. elnino is right, there should be a screen telling users that the file they are trying to upload is too large. Otherwise, the user will probably just assume that WebGUI is not working correctly. Keep in mind that users won't always know the attachment size limitation so that's why a status screen or message is important.

First we should display the maximum allowed size on the upload screen/near the upload button to tell the user the limitation.
