validate conf file before restart  (#12279)
Issue

Problem: If you make an error when adding things into a webgui conf file, e.g. forgetting a comma when adding a macro, the site restarts but only displays internal server error. The webgui.log says something fairly useless about the macro not being defined.

Proposed solution: Have something validate all the conf files in /data/WebGUI/etc before starting the restart process, looking for things that are likely to get someone who's making changes, like carriage returns in lists that don't have a comma in front of them, or are not immediatly followed by the end of the list.

Or alternatively, a conf file syntax checker script that could just be run manually before actually doing the restart.
