Documentation for backup.exclude  (#11474)
Issue

at the moment there is no documentation in the backup.exlude file. Allthough the purpose is quite clear, a small directive on how to enter exclusions might not harm.

In this case there are cookie files in the uploads dir that do not need backup. These cookies can stay opened and give an error from the backup script that files where open.

So I want to exclude that uploads dir. It is not quite clear whether I only have to give the object's name or also a path. From all the pre-entered exclusions I can deduct, that only the name is important, but some POD on that would be nice.

I'd like a line added to backup.exclude. Something like:

# Put in patterns, one per line, that should not be included in the backup. These patterns are passed into the --exclude-from option from tar. Therefore a complete path is not needed.

comments in this file might not be very wise, so maybe it can be put in the non-existent backup.pl POD

as this is missing POD, I discussed it with Colin, and we consider it a bug

I made POD for logrotate.pl, backup.pl and wreconsole.pl, which is also called upon with a --help option

For other files in this dir there is no POD, sometimes a --help option. Right now these are mixed up, which is an undesirable situation. I think that POD is the more standard option and should be included. Therefore I propose to extend this bug to all files in the wre/sbin dir (or make different bugs reports), so every documentation is consequent a perldoc, --help and, depending on the script, appearing when required options are not passed on.

Uploaded the files I changed with documentation. Because most options come from the wre conf, I had to find another solution for the layout.
Right now I chose a hashlike syntax, but the ">" symbol in that closed of the bold tag, so I have left that out. I'll read some perldoc documentation to get this right, but if anyone has an idea on how this might be improved, these are welcome.

Added POD to the scripts, and started a new POD file for wre.conf.
