Make password recovery email templatable (#11463)

Issue

Please make the email for password recovery templatable.

And the "Email footer" (from settings>messaging) is currently not included; it would make sense to add it.

rogier 3/10/2010 10:50 am	Is there a reason why the footer should not be added to the recovery mail? (I'm not saying no, just being curious why you want this) Perhaps the footer should be made available as a tmpl_var in all email templates? That way we can decide on a per template basis whether or not to include it, and we can still edit the footer contents in a single place.
susanb 3/10/2010 11:00 am	I love the idea of making it a tmpl_var. Boring reason for my knee jerk reaction above: Right now, I'm carrying forward a patch to Message.pm that suppresses the default footer being added. We found that one of the webmail systems our clients were likely to use, could not handle messages with two text/plain parts. They totally did not follow the RFC's for email, but they could/would not change their webmail system, so we wound up having to patch webgui to suppress the footer.
