syndicated content behind proxy server not working

Hello.

I'm trying to display syndicated content on my website and I read the thread: http://www.plainblack.com/etcetera/if-your-intranet-is-behind-a-proxy-server..#84GShyQnAT_4v82FEOrOnQ 

 

and http://www.gwy2.org/fomfiles/cache/76.html

and I seee that the  SyndicatedContent and HTTP Proxy both call env_proxy appropriately. And I verified that my environment variables (http_proxy, ftp_proxy) are set properly:

Yet when try to display syndicatd content, it doesn't display anything. I'm using the example from webgui's documentation http://rss.cnn.com/rss/cnn_tech.rss and it seems to be a valid feed. What am i missing?

I could really use some help on this.  While trying to fix something else, I found that my "Hourly Maintenance Tasks" workflow has been erroring out and that that workflow is what runs to retrieve the syndicated content. When running spectre.pl interactively, it give me a "communication error." - no details, but I'm guessing it's because it can't get thru the proxy server.

But I don't know how to modify it so that it can get around our proxy server?
