YES!
The displayed date format depends on a user's profile settings. If you edit a user in the "Users" screen (in the admin console), go to the "Profile" tab. Somewhere at the bottom is a date format field. Important: set this field for the user "Visitor", because that is where the format is set for non-registered users. Consequently all users that register on your site will automatically get the same setting. Alternatively, you could use the date macro. Most tmpl_vars that return a date can be used for the "epoch date" parameter. It gives you more control, but will only work where you use it, as opposed to above solution
