This stable release of WebGUI 7.9.12 contains a fix for the new URL dispatch code,
which did not work on a URL with no path elements.  This would cause the NotFound
page to be displayed, and interfered with monitoring WebGUI.

This release also contains several security enhancements for dealing with content
uploaded by users, Admins and content managers.
