Due to a bug in the installer script from 7.7.33 to 7.8.13, the new 7.8 packages were not installed when upgrading existing 7.7.33 sites.  This prevented bug fixes for templates and any new features from being available in 7.8.13.  People who download and install new sites using 7.8.13 will not experience this problem.

A script was uploaded to the Bazaar to install those packages for people who are testing upgrading 7.8.13

A proper fix for this will be added to WebGUI 7.8.14 and above next Tuesday, March 2nd 2010.
