There are already plans to allow Safari 3 to use the Rich Editor in version 7.4 of WebGUI, so I'm going to close this bug.

If you'd like to hack support into the 7.3 branch, look at the source code for lib/WebGUI/Asset/RichEdit and change the conditional on line 434.
