Repeatedly e-mailes after edit branch (#2847)

Issue

If I subscribed to the Tread, than I edited branch for CS (I changed "who can see"). After changes I got all e-males repeatedly.

I do believe this is expected behavior. When you edit a post, it sends an e-mail. Edit branch does a whole bunch of edits of posts.

Can we close this as not a bug?

This sounds like a bug to me. Edit branch does not change the text of the post which is the only time the email should be sent
