Problems with emails from Install/Upgrade forum (#2833)

Issue

The CS that manages the Install/Upgrade forum is sending out emails with invalid subjects ("untitled") and bogus urls. Here's the email I got for this post:

Subject: untitled

drakonchik has posted to one of your subscriptions

I've just installed v.7.2.3 (stable) under Fedora Core 5. After noticing.....

Problem still exists in 7.3.3, and sometimes the username of the person who initiated the action ' "whomEver" replied to one of your subscriptions' is blank.

I believe this is a repeat of a prior bug that has been fixed (The CS sending bogus e-mails bug, fixed in 7.3.6).

Closing this as a duplicate.
