Seems to only happen with the Page Layout, but the Head Block isn't rendered in the document's head, it comes in at the beginning of the part defined by the Page Layout.
To reproduce on the demo site, set page layout to one with columns, and the style block is rendered within contentArea.
I have known this to happen with collaboration systems, page layouts and the calendar.
I couldn't reproduce this with page layout, it only does this occasionally (but when it does, it's hard to get rid of).
The only asset that displays this bug consistently is the calendar. If I add a calendar to page, the bug will appear in the search section.

Interesting that it happens on and off, I've just played around with my site to see if I can see the pattern.
It seems that it's OK when not logged in and visiting a new page, but if I'm logged in and visit a new page, the head block of the page is down in the content.
