in Default USS "open in new windows" not working (#3052)

IssueLink opens fine in Default USS but not in a new windows as requested.

Did some bug diagnosis.

There's a label in the CS, but no code anywhere to open them in a new window. The Asset level feature only seems to apply to Navigations.

Probably the asset-level label and corresponding documentation should be updated to clarify that behavior. "Menu Title" also applies only to Navigations.

This bug was caused by the Link List Submission Template. There was a typo that cause userDefined1 to be used twice, instead of using userDefined1 AND userDefined2.

Fixed in 7.3.13.
