Importing a package logs 'Consult your database tables for corruption' errors (#3165)

IssueWhen importing a package, it first tries to instantiate the assets so it can update them if they exist. When they don't already exist, this logs errors even though the failure is expected.

Fixed in 7.3.20

Added an asset existance check before calling new, so the error message isn't generated in the log file.
