Issue

Adding a line into the Head Block of the Style Template like:

The entry shows up twice in the output.

Triage

Here's how it shows up twice:

WebGUI::Asset::Template::prepare sends it immediately if the head block has been sent. Otherwise, it sets it as a raw head tag.
WebGUI::Session::Style::process adds it to the head.tags template variable.
