Recently noticed that when a user is Deactivated (not Deleted), collaboration subscriptions still attempt to email this user. I would expect that the email routine would filter out the Deactivated users and only mail to Active users.
Thus if a user is Deactivated, the Collaboration subscriptions skips emailing them while they are Deactivated. Once Active again, all the subscriptions should still be there.
Fixed in 7.3.20.
