Can see "edit" tab even tho i am not logged in (#4213)

Issue

I am not logged into webgui.org and i can still edit a wiki entry. After you submit the page it says your not logged in and gives you permission denied.

Solution Summary

Fixed in 7.5.35 and 7.6.4 Added a template variable called canEdit, which indicates if the current user can edit the current wiki page. Updated the default wiki page template to use that variable to not make the edit tab and content accessible unless the user can edit this page.
