We tested this at the WUC. The advertising center is not tracking clicks however it is tracking impressions.

Can you please remind me of the setup, to make sure that I'm really seeing your bug?
If I recall from the WUC, you had two ad spaces, one with impressions and one with clicks. You set them up on the page, then click a few and impress a few, and they didn't count right. Is that correct?
I'm unable to reproduce this running latest SVN. Even if an adspace has 0 purchased clicks, the "used" field still gets updated.
Closing as unable to reproduce. If you're able to reproduce this bug again, please re-open this bug with more information (how the adspace is set up, etc...)
