Activity Sequence Numbers Incorrect when Editing Workflows

When editing/adding/removing workflow activities from a workflow, I noticed that the sequence numbers were off - there were 2 activities which has a sequenceNumber of 3.

Workflow.pm, deleteActivity needs to call reorderActivities before it returns.

Then a script needs to be rewritten which reindexes (via reorderActivities) all Workflows.

Fixed in 7.3.19, and forward ported to 7.4.0 with version specific fixes.
