New Users have blank profile field privacy settings (#9851)

Issue

When creating a new user from the Admin Console, the user does not have any individual field privacy settings, causing all profile fields to be treated as "private".

Solution Summary

fixed in 7.7.9 and 7.6.26, i still have to write a test for this though

perlDreamer 3/3/2009 10:25 pm	The profile fields themselves do not know about the privacy settings, so there's no way to generate a sane default. I'm thinking the best way to fix this would be add that knowledge to the profile field system. A "default privacy setting" for this field. This way, when a user is created, it would walk the profile fields and create a default wg_privacysettings field. Also, when fields are removed, then would go through all profile data and remove their privacy entry from the JSON hash.
