User manager broken if no LDAP links exits (#9284)

Issue

If the default LDAP link is removed, it is no longer possible to bring up the admin user edit screen. Instead it needs to be changed to handle the case of there not being any LDAP links.

It also should gracefully handle the case where the user's selected LDAP link no longer exists, and where the LDAP link specified in settings no longer exists.

perlDreamer 12/14/2008 8:22 pm	I can't duplicate that on 7.5.36. I go to a demo site, delete the Default LDAP link, and I can still edit both Admin and Visitor with no problems. I'll look into the other problems tomorrow.
