orphan workflows from upgrade. (#9018)

Issue

hi. Talking with preaction..

it appears that after an upgrade to 7.5.24 from.~ 7.4.35 I have three realtimeworkflow-00001 workflows in the Workflowinstance table that do not have corresponding records in teh Workflow table. Which some how is blocking spectre from recognizing my site and sending out emails.

perlDreamer 1/21/2009 5:07 pm	I've put a fix into 7.6.9 and 7.5.39 that will take care of the the broken workflows from altering the rest. Still working on what to do with the leftover workflows.
perlDreamer 1/29/2009 11:41 am	Deleted any left workflow instances that do not have a workflow. Fixed in 7.5.40 and 7.6.11 Resolved by perlDreamer
